A website will serve its purpose only if it is in sync with the user's needs. For this, we first of all have to identify the user. For developing a website, we do not and cannot identify each and every user. It is sufficient that we know the geographical, economic and cultural background along with the literacy levels and age groups of the majority (at least 60%) of the users. For example: In the website for Animal Husbandry and Veterinary, we can approximately place the user as a farmer, most likely from rural Assam, limited access and familiarity to the Internet, aged between 21 to 50 years of age. Similarly for the Department of Education, we can identify our prime users to be either students, parents or teachers.
